Section 1. Notwithstanding any provision, of Chapter 1, Title 13 of the Delaware Code, or any other law of this State to the contrary, the Clerk of the Peace for Kent County shall by June 17, 1977, issue to Herman R. Cravalho and Dorothy L. McNary, an official marriage license that will entitle them to be married on that day or within thirty (30) days thereafter.
