FORMERLY HOUSE JOINT RESOLUTION

NO. 10

DEFINING "THE LEGISLATOR'S RIGHT TO KNOW" ABOUT AND HAVE INFORMATION CONCERNING NEW PROGRAMS.

WHEREAS, from time to time, Cabinet Secretaries and other Agency Administrators propose new programs; and

WHEREAS, the General Assembly is requested to appropriate funds to finance new programs; and

WHEREAS, it is in the best interest of our citizens for their legislators to have adequate information about new programs to enable them to make intelligent decisions as to the merits of the new programs and their concomitant funding requests.

NOW, THEREFORE;

BE IT RESOLVED by the House of Representatives of the 126th General Assembly of the State of Delaware, the Senate joining therein, that the appropriate Cabinet Secretary or other Agency Administrator furnish the full membership of the General Assembly, no later than the date of the introduction of implementing legislation, a prospectus describing new programs requiring an appropriation of fifty thousand dollars or more.

BE IT FURTHER RESOLVED that copies of this resolution be distributed to each Cabinet Secretary and all other appropriate Agency Administrators.
