Whereas,
an
election
was held in the State of Delaware,
on
Tuesday, the third
day
of November, in the year of our Lord one thousand nine hundred and
seventy
that being
the
Tuesday next
after
the first
Monday
in said month, in pursuance of the Constitution of the United States and the Constitution
and
Laws of the State of Delaware, in that behalf, for the election of a Representative
for
the people of the
said State,
in the Ninety-second
Congress
of the United States.
AND WHEREAS,

official certificates or returns, of the
