CHAPTER 304 - TRAVELING CONVALESCENT CLINICS ESTABLISHING CLINICS FOR VETERANS OF WORLD WAR II

AN ACT AUTHORIZING THE ESTABLISHMENT OF TRAVELING CONVALESCENT CLINICS FOR THE PSYCHIATRIC AND NEUROLOGICAL CARE OF VETERANS OF WORLD WAR II AND THEIR IMMEDIATE FAMILIES, PROVIDING FOR AN ADVISORY COMMITTEE TO CONSULT AND ACT WITH THE STATE BOARD OF TRUSTEES OF THE DELAWARE STATE HOSPITAL AT FARNHURST, AND MAKING AN APPROPRIATION TO EFFECTUATE THE PURPOSES OF THIS ACT.

Be it enacted by the Senate and House of Representatives of the State of Delaware in General Assembly met:

Section 1. It is hereby declared to be the intent and finding of the General Assembly of the State of Delaware that it is a matter of paramount concern to this State and necessary to preserve and promote the health and welfare of those persons who have been, are now or will be part of the Armed Forces of the United States in this period of World War II that adequate facilities and opportunity be furnished to every person who has been, is now or will be a part of such Armed Forces and return to civilian life to prevent social maladjustments and mental and emotional disturbances and conditions.

Section 2. That the State Board of Trustees of the Delaware State Hospital at Farnhurst is hereby authorized and empowered to establish traveling convalescent clinics for such persons and to members of their immediate families. The purpose of such clinics will be to furnish facilities for the examination, treatment and guidance of veterans of World War II in need thereof so that they may resume their normal place in life and in the social and economic order.

Section 3. That there is hereby appropriated the sum of Ten Thousand Dollars ($10,000.00) for the fiscal year beginning July 1, 1945 and ending June 30, 1946, and there is hereby further appropriated the sum of Ten Thousand Dollars ($10,000.00) for the fiscal year beginning July 1, 1946 and ending June 30, 1947, for the purpose of carrying into effect the provisions of this Act throughout the State. The money so appropriated by this Act shall be paid by the State Treasurer in accordance with rules and regulations of the State Board of Trustees of the Delaware State Hospital at Farnhurst, to be prepared and promulgated by said State Board of Trustees, on orders of said State Board of Trustees.

Section 4. That the Governor is hereby authorized and empowered to appoint an Advisory Committee, consisting of three persons, whose duty it shall be to consult and advise with the State Board of Trustees of the Delaware State Hospital at Farnhurst in the effectuating of the purposes of this Act. One of such persons shall be appointed upon the recommendation of the Veterans of Foreign Wars; one of such persons shall be appointed upon the recommendation of the War Dads; and the third member of such Advisory Committee shall be appointed upon the recommendation of the American Legion.

Section 5. Whenever in the opinion of the Advisory Committee herein authorized, the Federal Government makes provisions to furnish to veterans of World War II the care and attention contemplated by this Act, then this Act shall become ineffective, all activities thereunder shall cease and any and all unexpended funds hereby appropriated shall revert to the General Fund of the State Treasury.
