CHAPTER 28 - APPROPRIATION - STATE BOARD or EDUCATION-HANDICAPPED CHILDREN

AN ACT TO APPROPRIATE MONEYS TO THE STATE BOARD OF EDUCATION, DIVISION OF SPECIAL EDUCATION AND MENTAL HYGIENE, FOR THE EDUCATION OF HANDICAPPED CHILDREN FOR THE FISCAL YEARS BEGINNING JULY 1, 1945, AND JULY 1, 1946, AND ENDING JUNE 30, 1946, AND JUNE 30, 1947, RESPECTIVELY.

WHEREAS, the Delaware School for Deaf Children, Incorporated, located at 1414 Van Buren Street, Wilmington, Delaware, in which school ten handicapped children of the State are enrolled and receiving instruction, will close and go out of business as of June 30, 1945; and,

WHEREAS, it is believed that the handicapped children now receiving instruction in the aforesaid school, as well as other handicapped children of the State, can receive adequate instruction in the homes and in the public schools of our State; and,

WHEREAS, in order that such a program for the education of handicapped children may properly be put into effect in accordance with the provisions of Chapter 125, Volume 42, Laws of Delaware, 1939, it is desirable that an appropriation be made to the State Board of Education, Division of Special Education and Mental Hygiene, to be used exclusively for such purposes.

NOW THEREFORE, Be it enacted by the Senate and House of Representatives of the State of Delaware in General Assembly met:

Section 1. That there is hereby appropriated the sum of Fourteen Thousand Five Hundred Dollars ($14,500.00), for the fiscal year beginning July 1, 1945, and ending June 30, 1946, and the sum of Fourteen Thousand Five Hundred Dollars ($14,500.00) for the fiscal year beginning July 1, 1946, and ending June 30, 1947, to the State Board of Education, Division of Special Education and Mental Hygiene, for assistance in the education of handicapped children, home bound and in the public schools throughout the State. Said sum of Fourteen Thousand Five Hundred Dollars ($14,500.00) herein appropriated for each of the aforesaid fiscal years shall be used by the State Board of Education, Division of Special Education and Mental Hygiene, exclusively for the payment of salaries of teachers for the hard of hearing, the deaf, the crippled, the speech defective, and for children otherwise defective, and one audiometer technician and psycho-educational examiner, and traveling expenses, supplies and equipment. Of said sum of Fourteen Thousand Five Hundred Dollars ($14,500.00) for each of the said' fiscal years, the sum of Five Hundred Dollars ($500.00) shall be set apart and made available for traveling expenses of the audiometer technician and psycho-educational examiner and traveling teachers, and the sum of Fifteen Hundred Dollars ($1500.00) shall be set apart and made available for the purchase of supplies and equipment. Said sums for each of the fiscal years aforesaid shall be paid out by the State Treasurer upon vouchers or warrants drawn by the State Board of Education from time to time.

Section 2. That this Act shall be known as a Supplementary Appropriation Act and the sums hereby appropriated shall be paid out of the State Treasury from funds not otherwise appropriated.
