AN ACT TO AMEND TITLE 11 OF THE DELAWARE CODE RELATING TO THE CRIME OF HARASSMENT.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE (Two-thirds of all members elected to each house thereof concurring therein):
Section 1. Amend §1311(a)(1) of Title 11 of the Delaware Code by striking the phrase “in a manner which the person knows is likely to provoke a violent or disorderly response;” as it appears in said paragraph, and by substituting in lieu thereof the following:
“which serves no legitimate purpose and is in a manner which the person knows is likely to provoke a violent or disorderly response or cause a reasonable person to suffer substantial emotional distress;”
