AN ACT TO AMEND CHAPTER 288, VOLUME 64, LAWS OF DELAWARE, AS AMENDED, THE CHARTER OF THE TOWN OF LAUREL, AS AMENDED, WITH REGARD TO PHASING OUT THE DISCOUNT CURRENTLY PROVIDED TO PROPERTY OWNERS WHO PAY THE TAXES ASSESSED AGAINST THEIR REAL PROPERTY ON OR BEFORE SEPTEMBER 30TH OF EACH YEAR.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE (Two-thirds of all members elected to each house thereof concurring therein):

Section 1. Amend Section 28(e) of Chapter 288, Volume 64, Laws of Delaware, the Charter of The Town of Laurel, as amended, by inserting a new sentence between the first and second sentences thereof reading as follows:

"Notwithstanding the foregoing provided discount, commencing with fiscal year 2002, only a two percent (2%) discount shall be provided to property owners paying the taxes assessed against their real property on or before September 30th of such year, and commencing with fiscal year 2003, only a one percent (1%) discount will be provided to property owners paying the taxes assessed against their real property on or before September 30th of such year.".

Section 2. Amend Section 28(e) of Chapter 38, Volume 64, Laws of Delaware, the Charter of The Town of Laurel, as amended, by deleting the current second sentence of said subsection (e), not counting the new sentence added by Section 1 above, and inserting in lieu thereof the following sentence:

"On all taxes paid before September 30th, commencing with the Town's fiscal year 2004, there shall be no abatement or deduction, and on all taxes paid after September 30th and before December 1, including the Town's fiscal years 2001 and 2002, there shall be no abatement or deduction.".
