Be it enacted by the General Assembly of the State of Delaware:
Section 1. Amend Chapter 16, Subchapter I, Title 2 of the Delaware Code by adding the following subsection to Section 1606.
"(14) Provide service without charge to all blind persons in Delaware. An identification card issued by the Commission for the Blind shall be sufficient evidence of the qualification of the patron for such free transportation. Such identification card is non-transferable and shall be confiscated by any local transportation authority agent when presented by any person other than the person to whom it was issued."
